Pale Moon 27.2.1

The last tab in settings is empty:

This of course also happens with default theme.

How can I find out where is the culprit?

The latest language pack to be downloadable from https://addons.palemoon.org/language-packs/ is http://relmirror.palemoon.org/langpacks/27.x/de.xpi which is the same file I already got:
v27.2.0 from March 18, 2017

Edit:

hmm, I DID install that file in March but now I recognized that it said it's still 27.1.0 - so I installed it again...

I don't know how this happened...
