I am rather sure that is Windows XP with Windows Classic oddly with Luna colors and metrics but seems uxtheme is disabled or broken...

1. Which version of Pale Moon Portable are you using?
2. How sporadic is this error?
3. Why are you still using Win XP?
Support from Microsoft is no longer provided, neither will there be anymore security updates for Win XP. Therefore it will become increasingly less secure as time goes on. Also, as from Pale Moon 25.0.0 which is currently in the beta stage it will no longer run in Win XP, so as an advisory note it would be worth considering upgrading to Win 7 or 8.

1) Palemoon Portable 7.0.1 version.
2) once per month
3) because my computer is dated 2003 year so cannot run high OS.

Update your Pale Moon to a current version. 7.0.1 is very old and is definitely out of support range.
