In the portable version of Pale Moon 7.0a, I checked "Block reported attack sites" and "Block reported web forgeries." After closing and re-opening Pale Moon Portable, these two options were no longer checked. This self-unchecking behaviour recurs every time I close and re-open this browser.
In the "regular" version of Pale Moon 7.0a, this behaviour does not occur.
If it matters, I'm running Windows XP Media Centre on an Athlon 64 X2.

Considering the intended use for the portable version (from slow, removable, limited-space media, in varying environments with often limited connectivity/quota or monitored traffic), having the option enabled would cause the following undesired behavior:
If you wish to have the safebrowsing option enabled, edit palemoon-portable.ini and comment out the following lines with a semicolon:

- Downloading of a large urlclassifier database (50+ MB)
- Requests to the safebrowsing service for every new domain visited that isn't part of the downloaded database, causing extra traffic
