At the moment, the following option affects all websites

can we have either a blacklist for if this option is selected? or any other way of controlling what websites are influenced by this option

I don't think you will see this added to the site permissions model without you contributing it your self.

We aren't going to do it but there is a chance we will accept you doing it.
