Occasionally I go to a website for which Pale Moon reports "This Connection is Untrusted". I check the technical details and decide that I can safely proceed (eg today I found that the certificate for https://xkcd.org/ had expired - not a big risk), so I click "I Understand the Risks" and "Add Exception...". The "Add Security Exception" dialog has a check box "Permanently store this exception" which is checked by default. I suggest that it should be unchecked by default - it should require explicit action on the part of the user to permanently ignore the security warning. The default should be to allow me to proceed this time, but ask me again next time.

Locked
