SeaMonkey has a nice feature, where you can customize settings per-toolbar. From what I gather, they implemented the backend required in Toolbox, and they implemented the menu here.

I'm not sure if this is compatible with us/our front-end/theme without a lot of work. making more things customizable also means there are a ton more possible combinations to keep in mind. That gets complex quickly.
