Windows 32-bit only update to 31.4.1.1

Due to an issue with Microsoft-supplied compiler and run-time library updates, 31.4.1 would crash on some older systems running Windows 7 32-bit.
The 31.4.1.1 version is an update exclusively for Windows 32-bit to address these crashes.
Other architectures and operating systems are unaffected and don't require an update; please continue your use of 31.4.1 there
