Pale Moon 19.0.1 update

A minor update to pale Moon 19.0 has been released (sorry for the rapid succession update - the internal updater should be able to patch this with a <200kb download)

This fixes a number of small, yet important issues:

Fix for "Open bookmark in side bar" parsing error preventing bookmarks from being loaded in the side bar;
Fix for "double padlock" if a secure site would not have a favicon (would create a padlock in front and behind the ID panel text);
Fix for the https mixed content icon being paletted - it's been recreated;
Fixed a setting so no unnecessary code walking is done for the otherwise disabled accessibility features;
Fix (inherent) for compatibility issues with add-ons and themes with a minimum version of "19.0" on x64.
