Looking at those screenshots, it appears as though Palemoon 25.8 is using several streams for both down- and upload. So everything is as it should be?

@satrow Looks like what I had, except for the upload usually being at 710 kbps, (or roughly that) when I had ADSL 2 from the current ISP, last in 2013, when I had the coding gain on the BEC 7402TM router to 7. (max) That's with VTel (vermontel.com) ...

This is just a bad test, here's my 1Mb upload limited line as seen by DSL Reports, TaskMan and my router's graph, no sign elsewhere of the 1Mb+ spikes/plateaus shown by DSL Reports:

That was the kind of issue that Presto-based Opera had. (real bad upload results) But, was a good browser other than that, at least with 12x.Smokey20 wrote:

... confirmed the problem is with Pale Moon. It is a GREAT browser and it should be able to do this best of all speed tests when the user has high upload speed. with speed test, I used pale moon and found my upload speed to be higher than my download speed.

So, you have fast upload speed and Pale Moon is using 12 streams up? The fastest Pale Moon has done on upload speed for me on the test is 7 mbps. So, you need a high upload speed probably 15 mbps or higher for Pale Moon to be grossly ...
