Are you suggesting that I now need to set a flag somewhere? I am saying that is what I needed to do on my system, using Pale Moon Commander to set "enable built in PDF viewer", then disable it that same setting. You can prevent pop-up notifications at User Control Panel\Board Preferences. If you disable the notice pop-ups you'll get a banner message when a new PM arrives for you.

Windows 8.1, PMx64, by default the ABL icon in the status bar at the bottom on the far left side. You can use the Customize Toolbar menu to drag it to the place you prefer.

Does the same thing happen if you run PM in safe mode? If not, you have an addon that is causing your issue.
