Can you post a screenshot of how it looks? The page appears to be rendering fine for me. But then I'm using PM 27.1, so it's possible that one of the 27.1 fixes has fixed this issue.

The way I am reading it is that WebExtensions will not have access to about:config or preferences. Users should still have access to them.
