I have 64 bit linux Flash 32.0.0.156 installed as well and the weather site works for me also using 64 bit linux Pale Moon 28.4.1 running in 64 bit linux Mint 19.1 (Tessa) Xfce.
Linux Flash 32.0.0.171 hasn't come through my linux Mint "Update Manager" yet, but I expect it soon.

I might add I don't use the Address Bar/Navigation Bar to search for anything either. If I want to search for anything, I just go to Google or DuckDuckGo and use the search field/bar from their sites.

The animation showing the moving radar, with Flash enabled in both linux and windows Pale Moon 28.4.0 works for me. The newest Flash I have installed in both linux and windows for Pale Moon is version (32.0.0.156).
