Who is "we" and what is your goal? How is that relevant? It's relevant in several ways, not in the least redist licensing of the browser. However, without telling us what exactly you are doing and how you are packaging the languages with the browser, there's no way to tell what might be your issue.

This may also be at the root of you having trouble with reCAPTCHA that you posted another thread for. It doesn't like cookies being disabled and will scrutinize you extra for it.

We normally check certificate attributes to make sure they match for the TLS connection to the update server.
If something is intercepting your TLS connection to the update server you can get this error. More "web filtering" at work here?

You can use the configure system for corporate use which allows you to preconfigure the browser for internal distribution.
