The reason is that the list is meant as a guide/template to be used in a user.js file.
I don't see why one would prefer a user.js file when the settings are accessible directly from the menu and have an interface that explains the purpose of each checkbox or button.

Thanks for the report. Unfortunately without a way to reproduce it I can't say for sure what is going on. Reading the code only goes so far, especially on tab management which is a part that I know relatively little of. Just to make sure, did it happen randomly on a website that would otherwise work...

It needs WebRTC and Pale Moon doesn't have it.
Try with Basilisk.
