Do not use GCC 6. It is unsupported. Use GCC 4.9 if you target older systems or otherwise just any other higher version but 6. Compiler (gcc) is required only for building the package, not running it. So you do not need to install anything.

In settings, there is an option "Default scope level". Change it to "Site". I think it will do what you want.

Just a speculation, but it could be that some security software doesn't like Pale Moon passwords file and deletes it as part of its scan which is triggered once in a while.
