It's a decades old bug from Firefox, don't know if applicable to Pale Moon, but Master Password+ can suppress additional dialogs, besides offering a few other security features.

Install Pale Moon Commander. It adds an 'Advanced preferences' to the Tools menu. When you click on that, it opens the Pale Moon Commander window. Click on Security -> General -> uncheck 'Allow Javascript to disable or change the right-click menu'.

You could install Classic Addons Archive and search for it there.
I use Google Keep Notes - it loads Keep in a sidebar so you can view all your notes, plus they're synced with your Google account unlike a standalone note extension that would be only within the browser.

Found out the problem. Wasn't about:config, but overzealous parameter blocking using Pure URL. Safe mode showed no problems, so I moved onto disabling extensions, I started with the likely ones that modify permissions/pages and after disabling Cookie Masters, this was the next one.
