You can use the extension Downloads Window.
When you click to install it will say it's incompatible, but that's an AMO goof, the developer has specifically made it compatible with Pale Moon. I use it and have been pleased with it.

However in the profile folder there is some stuff that remains after closing the browser. Specifically, in the folder <profile folder>\storage\default\ there are a bunch of folders with names like http+++<domain> that contain some data. Why are these there? ...
