seroll speed, how to reduce

Any suggestions on how I can turn down the number of pixels or lines scrolled when I use the scroll wheel? There's eleventy-seven settings with "scroll" in the name in about:config & I tried lowering values on all the integral ones that looked plausible, but it didn't change.

FWIW, I've had similar issues for a while. I monitor ram and cpu usage with a small conky, & it seems strongly associated with high ram usage. I use xkill to kill the window and then restart it. I'm under a linux, so it may not work for you, but FWIW, Menu Wizard works great for me, for that sort of thing. Always a good idea to back up your profile before installing any extension.
