I know this is an old thread, but I wanted to update it. With v28 version of Pale Moon, the MPEG2 extension no longer seems to cause issues. I can now have it installed (which makes my HDHomeRun app happy) and Pale Moon seems to work fine with all forms of video.

I installed the current 64-bit unstable build, and it seems to be working well. The about:support page shows all video acceleration enabled, and videos now play with very little CPU usage.

I'm bumping this because I'm really hoping this is something that can be fixed. In it's current state, the CPU fan spins up quite loudly when watching a full screen video in Pale Moon, and it also affects battery life.

I've noticed that my CPU usage is extremely high when playing videos (including Youtube). In the default size Youtube size, it averages around 60%, and in full screen, between 90 and 100%. Unfortunately, I have to bring this back to the top. With the most recent Fall Creators Update, it installs by default a new HEVC codec. And, unfortunately, this codec causes the same problem the Microsoft MPEG2 codec causes. Once uninstalled, Pale Moon once again works properly with all web videos ...

You may try 32bit Pale moon.
All those files are also in Windows\System32.

For H264 on windows Palemoon rely on mfplat.dll mfreadwrite.dll propsys.dll mf.dll dxva2.dll Check, they may be cut out from your windows, there where occurrences. newest Creators Update Could broke something, or change something to make Palemoon unable to play H264.
