Is there anything i can tweak so that the 1080 option appears as a video quality option? In Firefox 1080p is shown but the highest quality in PM is 720p which shows a poorly defined video on play.

Rest assured that the option is coming in the Palemoon 27 Alpha builds, not sure if Linux variants are available but you are welcome to try them if there are.

Using the desktop installer how do I install the 27B version in Ubuntu? Currently I am running 26.5 and the installer thinks I have the latest version when I try to upgrade.

You can't use the installer for this. The installer only tracks release versions, not pre-releases. It is correct in stating you have the latest (release) version ;)
You'll have to grab the tarball and unpack it manually.
