Hellow, I want translate the now unmaintained es-CL but in babelzilla es-CL is not available, which is the propper procedure to ask for that language to be added to prevent need to start from complete scratch (using the actual strings as a base) or is totally impossible now to revive a language.

It's certainly not a problem to upload the existing strings. I'll do this later today or tomorrow.
