Folks, thanks to some generous donations from Pale Moon users, it looks like I'll be able to get a small VPS just for localization.
All other alternatives look like they are unsuited for the specific setup for Pale Moon, including professionally set up on-line services that have it as their business -- mainly because just about all of them focus on large documents or small software applications with single language files. Unfortunately, Pale Moon localization requires such a system being able to handle many files in many folders, in specific file formats (they aren't office documents) and it looks like all of the services that are affordable for a project such as ours don't cater to that kind of setup.
I'll try to get Pootle up and running - will keep you informed.
