I have just had the same notification.clicking no thanks makes it go away.

Confirmed, using PM 26 displays the following message when opening webpage:
CookieKeeper (which supports Pale Moon very well), below image examples of add-on which provides the user a way to drill-down to the either keep or block site specific cookies:
Method to enter specific cookie to protect:
If you allow (protect) this specific cookie then the message will no longer display:

I was able to access youtube after deleting the built-in YT custom useragent override. Compatmode was on. And I didn't accept any youtube cookies -- never do -- but this still worked. (W7 x86)
So:
about:config -> general.useragent.override.youtube.com
Deleted this value and left it blank:
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:31.9) Gecko/20100101 Goanna/2.0 Firefox/31.9 PaleMoon/26.0
which must have kicked in the underlying compatmode useragent:
Mozilla/5.0 (Windows NT 6.1; rv:38.9) Gecko/20100101 Goanna/2.0 Firefox/38.9 PaleMoon/26.0.0
So:
about:config -> general.useragent.override.youtube.com

Why a user agent override for Youtube anyway? Works flawless with just the regular Pale Moon user agent (only compat mode for Gecko enabled): Mozilla/5.0 (Windows NT 6.3; Win64; x64; rv:2.0) Gecko/20100101 Goanna/20160121 PaleMoon/26.0.0

Btw. if you are adventurous you can enter a global user agent override, which works for all pages, that's what i do. Can of course have unwanted or unexpected side effects, but i for myself think that such a radical addition works quite nice in general.
In case if you want to try out, do the following:
1) type in: about:config
2) right click at some empty space and chose new - string
3) Write that into the box: general.useragent.override
4) press OK
5) Fill in your preferred user agent
6) Press OK and you are done

Youtube will not allow you to use the flash player with the default useragent. This means that Pale Moon users will be stuck with a maximum resolution of 720p. Depends if MSE is implemented, but so far if you can read here http://www.palemoon.org/roadmap.shtml it is not on the road map.
And to the flash topic, it is for sure only a matter of time until Google pulls the plug for it for real, if you want 1080P HTML5 video, the only reliable way is to get a secondary browser which enables you to watch it.
I know that sucks, but it does not look like that a better solution is going to be offered in the near future

You also may be able to create a filter manually or use element blocker to block this notice when you first see it, if you have some sort of ad block add-on installed, such as Ad-Block Latitude.

From what i can gather flash is a dying medium and HTML5 is the bright road ahead,so conjecture on the flash player is a mute point.
