share rule processors for XUL, scoped, UA, and user styleshe

I've seen on Reddit that this mozilla/firefox bug:

https://bugzilla.mozilla.org/show_bug.cgi?id=77999

has been fixed after 14 years ( ).

I'm not a techie, but as far as I've understood, it would hugely reduce memory footprint in Adblock and derivative extensions, but in other common situations too.

Is this fix something that can be considered valuable and ported to Pale Moon?

Of course, if this topic was already discussed somewhere else in this forum, forgive me for the duplicated post. :)

It's valuable, but will have to be checked for portability to our code base.
I'll list it in the GitHub issue tracker.
