Language selection is manual via about:config.
It is a one time job, but probably unknown to many new users.
Would it be possible to add a dialog, that pops up when a language file is downloaded, asking if this language should be selected, and then adjust the parameter accordingly?

I'll actually see if it's possible to have the setting changed automatically. If one installs a language pack, it can be assumed they want to switch to that language.

That's one good solution. But the language selector would also allow one to switch between two or three installed languages.

Language selector would be great idea. Many friends of mine wouldn't be able to enter about:config for sure. And also choosing the first installed language pack would be even better. :)
