Or perhaps from "Options"? As long as it's somewhere accessible that doesn't require putting the dedicated search bar back into the UI just to access it.

We can't put every possible option from every GUI element into the menu or options dialog.
If you remove the search bar, you also remove easy access to its functions (including changing search engine and managing search engines). That's just the inherent result of deciding to remove the control from your GUI.
If you use this function as little as I think you do, then you should simply temporarily place the control back, make your changes/do your management and then remove it again.

You could always create a new toolbar, put the search box on that then hide the toolbar until you want to manage search engines.
