Есть ли планы по переходу на Firefox ESR 31 (понятно что без Australis)? Или проект будет развиваться отдельно от Firefox ESR?

Pale Moon is an independent product. It will adopt desired and applicable parts of the Mozilla code when it hits the "release channel" and is considered stable code.
It may be from ESR31, or it may not. It will have to be evaluated when the time comes.
